What are the best cities/states in the US to work in Graphic/Web Design?

I am about to graduate and want to move to a city where the need for Graphic Design is high and pays well.

Well that is difficult to say, they have to match living wage conditions.
There is no "hot spot" for graphic/web designers as you know people use the internet to get them or even outsource in a global competition world we are living in. You got to be not only good but you also have to get known too. You got to be patient, while you were in school people with high school education were already out there getting experience they sometimes have the advantage kinda backwards and there is natural talent as well.
